What does this remind you of?

Though many view Canada as an unassuming neutral nation that has skirted terrorist attacks, it has suffered its share of aggression, and intelligence officials believe at least 50 terror groups now have some presence here.

The U.S. State Department has estimated there are 40 terrorist organizations with sympathizers or supporters in the United States.
This sounds all too much like this:
I have here in my hand a list of 205 people that were known to the Secretary of State as being members of the Communist Party, and who, nevertheless, are still working and shaping the policy of the State Department.
I think the use of exact numbers is meant to make people think that the person making the statement is on top of things and should be trusted; but to me, I can't help thinking that the numbers are either invented, or that they have no idea what they're dealing with. I mean, if known terrorists and/or "terror groups" are known to be operating in the US or Canada, why not put a stop to them? On the other hand, if law enforcement is watching them in the hopes that they'll get more intel, it makes little sense to announce that you know they're there.

The USSR really was an enemy to the US; terror does pose a threat. Statements like these, though, are no help in countering terror.
